The Center has decided to set up the 11th National Financial Commission to finalize a new formula for the distribution of resources.
The Finance Ministry on Tuesday revealed that the Center has also spent Rs 638 billion in the sectors which are provincial issues under the constitution. In all four provinces, Islamabad and special areas, the cost of Rs 638 billion is in addition to any development expenditure.
A large part of the federal money is still being spent in provincial affairs despite no legal responsibility. The Finance Ministry has made public writing for the first time before the new commission notification, covers the federal government’s current spending on topics of health, education and social security.

The ministry said these are issues that have been transferred to the provinces after the 18th Amendment of the Constitution was implemented in April 2010. The report revealed that the federal government has spent a total of Rs 638 billion in all four provinces, special areas and Islamabad district on health, education and social protection in the last financial year.
The amount is Rs 36 billion more than last year. During the April 28 meeting of the Commonwealth Council, the federal government told the four provinces that it was preparing to set up the 11th National Finance Commission (National Finance Commission) to finalize the 8th award.
The federation had already written to the provinces and requested nominations for technical members. Sindh has again nominated Dr Asad Saeed as its technical member. Each government’s finance minister and technical member is included in the commission. The commission is set up for a five -year period.

The 10th Commission is going to complete its term on July 23 without finalizing the 8th award. The last award was finalized in 2010, which expired in 2015. Since then, President Pakistan has been extending the last unanimous award every year on an ad hoc basis.
Chief Minister Khair PKK Advisor Muzammal Aslam told the Express Tribune that the Khyber Pakhtunkhwa government had pressured the federal government to convene a 10th commission meeting in CCI and announce the interim award.
He said that the KP government has not yet nominated its technical member for the 11th Commission because it wants a meeting of the 10th commission before the budget so that it gets its share in the pure hydel profit and the integrated districts. Under the 7th Award, the provinces receive 57.5 % of the resources.

According to the Finance Ministry, in the last financial year, the federal government spent Rs 466 billion on social protection, including Rs 350 billion which was spent in all four provinces.
According to the report, the federal government has released Rs 169 billion in Punjab under BISP, Rs 96 billion in Sindh, Rs 67 billion in KP and Rs 18 billion in Balochistan. The Finance Ministry said that in addition to this, the federal spent Rs 7.4 billion through Pakistan Bait -ul -Mamal.
During the last financial year, the federal government spent Rs 45 billion in the health sector. Out of these 45 billion rupees, Rs 12 billion was spent on employees, Rs 12 billion on operations and Rs 21.3 billion on immunization expansion program.

Under the Extension Program, Rs 11.2 billion was spent in Punjab, Rs 5.1 billion in Sindh, Rs 1.2 billion in KP and Rs 3.5 billion in Balochistan. Rs 5.2 billion was spent on Pakistan Institute of Medical Sciences and Rs 4 billion was spent on the Federal Government Poly Clinic.
The federal government’s expenses on health also covered the National Institute of Health (NIH). Rs 4.9 billion was also spent for Sheikh Zayed Hospital Lahore, under the federal government. The Finance Ministry said that Rs 114 billion was spent on education in the last financial year. Most of this was spent in the provinces.
