Yesterday evening, Kentki Senate unanimously passed a bill for the purpose of protecting bitcoin self-custody rights and digital asset mining operations. With a decisive 37-0 vote, law, title An act related to blockchain digital assets (HB 701), now went to the Governor’s desk for final approval.
Representatives confirmed the rights of individuals for individuals’ self-custdi digital assets through the wallet self-hosted, sponsored by the delegates Adam Bowling and TJ Roberts. Additionally, it prevents local zoning laws from discriminating against digital asset mining businesses, ensuring that bitcoin can function freely within the mineral state.
The bill underlines several major provisions, including:
- Bitcoin protection for self-cosmetry: Individuals have the legal right to use and collect digital assets in self-hosted wallets.
- Prohibition of discriminatory zoning laws: Local governments cannot implement zoning changes that wrongly target digital asset mining businesses.
- Exemption from money transmitter licensing: Home Bitcoin Minors and Digital Asset Mining Businesses are exempted from Kentaki’s money transmitter requirements.
- Explanation of securities laws: Digital asset mining and stacking as a service are not clearly classified as securities under the Kentucky law.
With one after passing through Kentaki House 91-0 Vote on February 28, 2025, the bill moves rapidly through the Senate. The vote of March 13 saw full bilateral support, along with 37 senators voted in favor, opposed zero, and did not vote.
The law is now waiting for the Governor’s signature, which will officially include bitcoin self-custody protection and digital asset mining rights in the Kentaki law. If signed, Kentki will become one of the more bitcoin-friendly states in the country, which will set an example to follow other states.
